Draft NPMP Operational Plan for 2016/17

KVH prepares an Operational Plan for the NPMP on an annual basis. This sets out how the NPMP will be implemented over the year ahead. It includes the KVH Board’s NPMP strategy, policies that guide how KVH will make decisions, the approach KVH will apply to achieve the NPMP objectives and budget and performance measures against which outcomes can be judged. 

KVH must submit the Operational Plan to the Minister for Primary Industries, who checks it for consistency with the NPMP and is able to disallow all or parts of it should there be inconsistencies.  

This year there are minimal changes as the review mentioned above has not been completed. The four key points that have changed are:

1. Updating the introduction and aligning this with a shift in focus toward 'preventing spread of new Psa-V biovars that are more likely to be a problem than the original strain of Psa-V biovar 3'

2. Addition of a new policy on ‘Establishment of new exclusion regions’

3. Updating annual mandatory monitoring requirements. These are:

  • All non-detected orchards, regardless of region, continue to monitor for Psa-V in the high-risk spring period. 
  • KVH will organise independent monitoring of exclusion and containment regions with limited infection.

4. Updating and streamlining R&D content to reflect a new programme structure

National Psa-V Pest Management Plan - internal review

May 2016 marked three years since the National Psa-V Pest Management Plan (NPMP) was first implemented and as a result, KVH has undertaken an internal non-statutory review of the Plan. 
 
The review was to firstly test if the NPMP was still needed, and then focus on ensuring it remains effective and identifying improvements to align with ongoing Psa control challenges.
 
The KVH Board has confirmed the need to continue with a comprehensive plan to combat the ongoing impacts of Psa, particularly since the bacteria is rapidly evolving and starting to show signs of product resistance.
 
Key areas were identified for improvement in the review process. Click here for a summary of these. 
 
These components and others will be presented to industry in July through a series of meetings with postharvest and Zespri for feedback/input before the review is finalised.  The objective is to complete the Board review in July, and present it to members at the KVH AGM on 31 August 2016. Growers are welcome to give feedback.

The Annual General Meeting of Kiwifruit Vine Health Inc and KVH Foundation Ltd will be held as follows:

  • Time: 9.30am
  • Venue: ASB Arena, 81 Truman Lane, Mount Maunganui
This year up to three grower Directors for the Board will be nominated and elected by KVH members and Chairman Peter Ombler has indicated he will stand down after a three-year tenure.
 
Growers will receive their AGM packs in the post during the first week of August. These will include voting forms for the grower Directors.
